The Lead Free Homes Program is coming to El Monte after the City Council approved participation in a county initiative that helps residents identify and remove lead hazards from older homes. The April 22 vote allows eligible homeowners, tenants and landlords to access free lead testing and remediation services through Los Angeles County.
The City Council approved a memorandum of understanding with the Los Angeles County Development Authority, allowing the city to participate in the Lead Free Homes LA Program. The agreement was adopted as part of the council’s consent calendar.
Lead exposure remains a serious public health issue, especially for young children and pregnant women. Although lead-based paint was banned for residential use in 1978, many older homes still contain lead paint on walls, doors, windows, trim and exterior surfaces. As paint deteriorates, it can create hazardous dust and paint chips that increase the risk of lead poisoning.
Public health officials warn that lead exposure can affect brain development, learning ability, behavior and overall health. Children younger than 6 face the greatest risk because their bodies absorb lead more readily than adults.
Lead Free Homes Program Offers Assistance
The Lead Free Homes Program provides qualifying households with free lead hazard assessments and, when needed, remediation services performed by licensed professionals. Services may include lead testing, removal of lead-based paint hazards, repairs and final clearance inspections.
The program is available to eligible homeowners, landlords and tenants throughout Los Angeles County. Funding comes from county and grant resources, allowing participants to receive services at no cost.
El Monte’s participation may be particularly important because much of the city’s housing stock was built during the post-World War II housing boom. Many homes were constructed decades before federal restrictions on lead-based paint took effect.
City officials said joining the program will connect residents with county resources that improve housing safety and reduce preventable health risks. The effort aims to help families address hidden hazards that often go unnoticed until health problems emerge.
