San Gabriel Valley E-Bike Program Returns

San Gabriel Valley E-Bike Program applications have reopened, offering eligible residents up to $2,000 toward the purchase of electric cargo bikes. The San Gabriel Valley Council of Governments announced the new application cycle during a recent press conference.

The program, known as GoSGV, aims to expand access to clean transportation while reducing traffic congestion across the region. Officials said the initiative builds on a previous round that distributed $232,000 in vouchers to local residents.

The San Gabriel Valley E-Bike Program will accept pre-applications through May 17. Officials plan to announce conditional awards on May 25, with final documentation due by June 15. Applicants must be at least 18 years old and either participate in income-qualified assistance programs or live in eligible communities.

Cities included in the program span much of the central San Gabriel Valley, including El Monte, South El Monte, Rosemead, and Monterey Park. Certain unincorporated areas also qualify.

“This program is about more than just bikes—it is about building a more connected, resilient, and environmentally sustainable San Gabriel Valley,” said SGVCOG President Ed Reece.

The vouchers apply at the point of sale, reducing upfront costs for residents interested in using e-cargo bikes for daily travel. Officials said the program supports short trips such as errands, school pickups, and commuting.

Community Impact And Daily Use

Participants from earlier rounds report meaningful changes in their daily routines. Tracy T., a Monterey Park resident, said the e-bike has replaced many short car trips.

“I find myself using it for small errands like trips to the post office or returning books to the library,” she said. “Most importantly, picking up my son from school. It has made our daily routine more enjoyable and a lot less stressful.”

The program also requires selected participants to complete a three-hour rider safety training course. Organizers said the requirement supports safe adoption of the technology while promoting long-term use.

In addition, participants must take part in a research study conducted by the University of Tennessee. Officials said the data will help evaluate program effectiveness and guide future transportation investments.

Regional Partnerships Support Program

The GoSGV initiative is a partnership between the San Gabriel Valley Council of Governments and ActiveSGV, a nonprofit focused on active transportation. Funding comes from several regional and state agencies, including the California Transportation Commission and the Los Angeles County Metropolitan Transportation Authority.

According to officials, the program is backed by approximately $2 million in total funding. The investment reflects growing interest in alternative transportation options that reduce emissions and improve mobility in dense urban areas.
